From 1992 until 1996 Joe Gutheinz, while a Senior Special Agent with NASA’s Office of Inspector General, led a nine-agency Federal task force investigation that resulted in the largest count indictment and conviction in NASA history. This investigation, known as the Omniplan case, was responsible for the indictment and conviction of 5 companies, the closure of seven companies, the conviction of several individuals to include Omniplan’s owner, Ralph Montijo, Jr. on 179 felonies, and the case resulted in a multi-million dollar settlement. From 1996 until 2000 Joseph Gutheinz, while serving as a Senior Special Agent with NASA Office of Inspector General, led a multi-agency task force investigation of Rockwell Space Operations Company, which resulted in a lawsuit being filed against its successors in interest, United Space Alliance and Boeing North America. In 1997, Joseph Gutheinz while serving as a Senior Special Agent with NASA's Office of Inspector General was conducting an investigation of the Russian Space Program when a fire broke out on the Russian Mir Space Station. He was assigned the task of conducting the investigation of the fire and subsequent collision of the Progress resupply ship into the Mir Space Station. Sensitive Prelaunch Assessment and Review tapes housed at Johnson Space Center were stolen during his investigation and he was tasked with investigating that theft. In 2010, Joseph Gutheinz, a criminal justice graduate level college instructor guided his students in their worldwide hunt for missing and stolen Apollo era moon rocks. His students found that Colorado's, West Virginia's and Missouri's Goodwill Moon Rocks were missing, and each moon rocks was subsequently found to have been innocently taken by former Governors.
